The film is based on the true events of Knight Ridder journalists who were the only ones who 'got it right' in the lead-up to the 2003 Iraq War when they questioned the true nature of the Bush White House's justification for the conflict.

The filmmaking here is so pedestrian, flat-footed and overly-obvious as to leave Shock and Awe one of those second-rate dramatic movies that make you wish that it had been a top-notch documentary instead.

The problem isn't Reiner taking dramatic liberties with the facts, it's that his toolbox for doing so hasn't changed since the mid-'90s.
