Police Academy 3: Back in Training
After cutting off the fund to the police, the governor, declares that only one academy will be in operation and in order to make things fair, the two academies compete against each another and the winner will have the fund, the commandants of each academy works on tracking down the other.

Deadly-dull pacing and overuse of old gags ruin Police Academy 3, the first of the franchise to come anywhere near 'enjoyable.'
